Western Balkan-EU NCP Conference, Sarajevo, Bosnia-Herzegovina
This networking conference with National Contact Points (NCPs) from the Western Balkan region (Albania, Croatia, FYROM, Bosnia-Herzegowina, Serbia and Montenegro) is presenting NCP structures in the Western Balkan countries: their strategies, possibilities and experiences in the international research community. NCPs from EU and Western Balkan will meet to exchange information and experiences.
During this day of networking NCPs will learn more about the Western Balkan National Contact Points and their initiatives as well as
- the brand new Western Balkan Research Database
- strong research institutions in the fields of ICT, Health and Environment
- some success stories of running FP7 projects

ERA WESTBALKAN+ FP7 Environment Partnering Day, Ljubljana, Slovenia
The third ERA WestBalkan+ Get in Touch Meeting on the topic "Environment" encouraged researchers from Western Balkan Countries (WBC) to find suitable Greek, Austrian and international partners for future cooperation projects.
It was the third event in a row of 3 Get in Touch Meetings being organised during the whole project period. The first one took place in Vienna in summer 2007 on Health, the second on ICT in Athens in summer 2008 and the third one on "Environment" on 20 October 2008 in Ljubljana, Slovenia.
A special focus was put on the coming FP7 Environment 2009 call. The event gave researchers and experts active in this field a unique opportunity to establish new contacts, discuss current FP7 research topics and identify cooperation needs. The focus was laid on the topics:
- Climate change, pollution and risks
- Sustainable management of resources
- Environmental technologies
.
The event was divided in two parts. The first part contained lectures with general presentations and the second part bilateral meetings between the participants.
All in all the event welcomed 46 participants taking part in a total of 103 bilateral meetings discussing future research collaborations.

The Researchers' Night 2008
Being a continuation of the Researchers' nights organised since 2005, the 2008 Researchers 'nights mainly aim at bringing closer to one another researchers and large public.
Since 2005, the motto of the nights consists of "Researchers are among us", which is to be intended as
- Researchers are "ordinary people", sharing with you and me the same problems, hobbies, families, hopes, dreams, disappointments…, with whom the large public as such can discover a lot of similarities and common interests
- Researchers are "ordinary people", which means that you do not really need to be Einstein himself to undertake a scientific career; it also means that they have a "normal life" with a wife or a husband, children, pets, and underlines that, although research is a demanding choice, they however can find a way to live their personal life
- Researchers are "ordinary people" who contribute to the well being of the citizens; as such, they make full part of the society; the society needs its researchers and should correctly treat them

International Conference on Science and Technology Indicators, Vienna, Austria
The Austrian Research Centers and the University of Vienna, Austria, are jointly organising the International Science and Technology (S&T) Indicators Conference.
The conference on science and technology indicators will be organised around the following themes:

- S&T indicators for the identification of emerging fields

Forum GMES 2008, Lille, France
The European Union and its member states have been working for 10 years on a major public initiative to provide information on the environment and safety : for better husbandry of the planet’s resources, improved understanding and knowledge to help in decision-making, advance warning of any threat to the safety of the population and ways of reacting more effectively.
As a part of its forthcoming Presidency of the European Union, France and the European Commission are jointly organising a Forum to mark the launch of the first GMES services in pre-operational mode.
These services include fields such as territorial management, the marine environment, air quality and emergency situations, whether created by natural disasters or human activity.
The GMES Forum 2008 is intended to present GMES and its earliest services both to end-users and to the intermediary companies providing services based on this type of information and wishing to use the results of this public investment to develop new markets.

ERA WESTBALKAN+: 2nd NCP Traineeship Workshop on Networking, Brussels, Belgium
The second traineeship week for the ERA WB+ project took place in Brussels in the week 16-20.6.2008. The program was organised by the Helmholz Brussel Office as one of the partners in the project. The participants of the training were Western Balkan partners from the project as well as the coordinator FFG.
The first day was dedicated to the work of the Helmholz group and their role as a representative office in Brussels. One important part of the traineeship program was to get acquainted to the Liaison offices that many organisations and European countries have in Brussels.
Visits and presentations were organised at the polish, Czech, Romanian, Turkish and Slovenian office. Theses visits are closely connected to the planning of a feasibility study where the WBC partners consider advantages/disadvatages for setting up a liaison office in Brussels. Additionally the WBC partners could visit DG Enlargement and discuss the chances for future EU memberships and national delegations in Brussels.

The second ERA WestBalkan+ Get in Touch Meeting on the topic "ICT" encouraged researchers from Western Balkan Countries (WBC) to find suitable Greek, Austrian and international partners for future cooperation projects. It was the second event in the row of 3 Get in Touch Meetings that will be organised during the whole project period. The first one took place in Vienna in summer 2007 on Health, the second now in Athens at the National Hellenic Research Foundation and the third one will be organised in October 2008 in Ljubljana, Slovenia.
A special focus was put on the coming fourth FP7 ICT Call. The event gave researchers and experts active in this field a unique opportunity to establish new contacts, discuss current FP7 research topics and identify cooperation needs. The focus was laid on the topics: Pervasive and Trusted networks&service infrastructure, Digital libraries and content, Cognitive Systems, Interaction, Robotics.
The event was divided in two parts. The first part contained lectures with general presentations and the second part bilateral meetings between the participants.
All in all the event welcomed 65 participants taking part in a total of 81 bilateral meetings discussing future research collaborations.

4th INTERNATIONAL CONFERENCE of ASECU: Development - Cooperation and Competitiveness, Bucharest, Romania
The conference is aimed to encourage development, cooperation and mutual assistance among the countries, industries and companies of South and East Europe and Black Sea Region.
The conference will include contributed paper sessions, invited and plenary presentations, round tables and panels. Accepted papers will be published in the Conference Proceedings after their presentation at the Conference.
The Editorial Board of South Eastern Europe Journal of Economics (SEEJE), the official journal of ASECU, after having the agreement of the authors, plans to publish selected conference papers following a standard refereeing process.

Global Environmental Change: Challenges to Science and Society in Southeastern Europe, Sofia, Bulgaria
In the last decade, environmental changes and awareness of the impact on society, economy, local and regional development have become important research topics in Southeastern Europe. The global environmental change and its implications for the future development in the region are nowadays hot issues for politicians and this accelerates the introduction of specific measures. Research networks in related fields emerged, driven also by diverse funding schemes, e.g. programmes of the European Union.
In 1997, the first Workshop on Global Change and Bulgaria was held in Blagoevgrad. Subsequently the papers and discussions of the Workshop were published by the SCCGC-BAS (Scientific Coordination Center for Global Change of the Bulgarian Academy of Sciences).
In the subsequent decade, global change science and Bulgarian participation in the global change community have grown. Thus, 10 years later it is important to again convene such a meeting to assess our knowledge of global environmental change and related impacts in Bulgaria and adjacent countries. That is why, the title of the conference, to be held in Sofia, 19-21 May 2008, is "GLOBAL ENVIRONMENTAL CHANGE: CHALLENGES TO SCIENCE AND SOCIETY IN SOUTHEASTERN EUROPE". This is not only because of globalization, but reflects extensive scientific cooperation in the region during the last decade.

Conference: development of human resources in science and research, Liberec, Czech Republic
The development of human resources of workers in science and research is one of the basic conditions for achieving the aims of the Lisbon strategy. The aim of the workshop is to create an international platform for exchanging know-how and experience in the area of the development of human resources in science and research. Participation is open to managers, science and research workers, specialists in the field of education, academic workers and also students who are dealing with the issue of development and management of human resources in science and research.

ERAWESTBALKAN+: NCP Traineeship Workshop on Networking, Brussels, Belgium
In order to strengthen the National Contact Point network for the Seventh EU Frameworkprogramme in Europe, including the Western Balkan region, a trainingworkshop on international networking is organised in Brussels in April 2008 (5th of April-11th of April).
In the frames of the project ERA West Balkan+ a training for Western Balkan National Contact Points will take place in Brussels, organised by the Helmholz Institute (DE). The internship training aims at creating a deeper understanding of the organisation of research funding by the European Commission.
One of the main focuses of the training is also to allow the NCP's to build up and deepen their personal contacts with EU policy makers and to get an insight into the "Brussels machinery".
Several Meetings with EU policy makers like the European Parliament are planned as well as personal talks with administrative and scientific officers of the European Commission.
Beyond the networking aspect the NCPs will also gain practical information on how to build up a liaison office for RTD in Brussels.

Final conference of the Great-IST initiative on Insights to IST RTD policies in Eastern Europe, Sofia, Bulgaria
The Great-IST project's final conference on Insights to IST RTD policies in Eastern Europe: Fostering innovation in the "Great European East" will take place in Sofia (Bulgaria) on 21 November 2007 in the framework of the CEI Bulgarian Presidency for 2007. The Conference, co-organised by the Central European Initiative (CEI) and the Bulgarian State Agency for Information Technology and Communication, will be held within the 10th CEI Summit Economic Forum (SEF) taking place in Sofia on 20-21 November 2007.
The Great-IST project is financed under the 6th EU Framework programme, targeting 11 countries, i.e. Albania, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, FYROM, Montenegro, Romania, Serbia, Slovenia and the Ukraine. Primary scope is to encourage convergence of the target countries´ IST RTD policies with those in the EU. During the project suggestions and recommendations for the development of IST RTD in the target countries were elaborated in order to facilitate and enhance the harmonisation with the EU. Workshop and Call for Proposals for "Climate Change in South-Eastern European Countries", Belgrade, Serbia
Organised by Joanneum Research Climate Change working group in Graz, Austria, the objectives of the workshop will be to strengthen and improve the multidisciplinary approach to climate change related issues, to generate ideas for research projects and to provide the possibility to meet potential research partners.
The workshop will include the opportunity for researchers to present innovative and new findings of their research by presentations. In small groups researchers can exchange and discuss project ideas and will possibly determine a working plan for joint project proposals, e.g. under FP7.
The workshop topics will include:
- Economic impacts of climate change (+ Adaptation policy)
- Monitoring and forecasting the environmental impacts of climate change, e.g. drought, natural hazards, on biodiversity (+ Adaptation policy)
- CDM / Kyoto / renewable energy - especially biomass
- Synergies between adaptation and mitigation, e.g. meeting the future heating and cooling energy demand; forest management
For participation, researchers are encouraged to prepare either or both:
- Abstracts for presentations for this year's workshop topics
- Proposals / outlines of ideas for joint projects (for the purpose of coordination) by 12 October 2007 to Mr. Daniel Steiner (climate@joanneum.at)
Abstracts for presentations and proposal outlines of ideas will be selected and coordinated in order to ensure appropriate coverage of topics and ideas at the workshop.

ReMaT- Research Management Training For Early Career Bioscience Researchers, Zagreb, Croatia
The EU-Project ReMaT that represents a new programme of research management training for PhD students and early-career researchers in the field of life sciences is coordinated by the Brussels Office of the Helmholtz Association. Funded under the Sixth EU Framework Programme (FP6), the ReMaT project shall provide a foundation in complementary skills for managing research through a series of interactive and intensive workshops for PhD candidates in life sciences.
ReMaT aims, among others, to give students an understanding of the different contexts in which research operates, from academia to industry, from fundamental to applied research and the knowledge of research funding, from the EC and from private sector funding bodies.
On 5 and 6 November 2007 a Research Management Training Workshop is taking place at the Rudjer Boskovic Institut in Zagreb, Croatia. Main topics of the agenda are the contexts of modern research, managing inter-disciplinary projects and acquiring research grants in Europe.
There are no seminar fees and stipends towards travel and accommodation are available, in particular for participants from the new EU Member States and the West Balkan Countries (WBC).

Sixth Ministerial Conference "Environment for Europe", Belgrade, Serbia
The "Environment for Europe" process is a partnership of the member states within the UNECE region, organisations of the United Nations system represented in the region, intergovernmental organisations, regional environment centres, non-governmental organisations and other major groups.
The conference in Belgrade will gather more than 1,200 delegates representing the 56 countries of the UNECE region. The Environment ministers are expected to hold policy debates on a number of important environment-related issues.
A state-of-the-environment and monitoring and assessment session will focus on identifying key trends and main areas of achievements and concern. The implementation of multilateral environmental agreements and findings of UNECE Environmental Performance Reviews will then be reviewed.

The international and multidisciplinary event will bring together biotechnologists from Europe and beyond. It will present cutting-edge science in all the disciplines of biotechnology, as well as partnering services. The 13th edition of the congress will have a particular focus on symbiosis.
EU Science and Research Commissioner Janez Potocnik will give a keynote speech at the event. The Commission will also host sessions on funding possibilities in the life sciences under the Seventh Framework Programme (FP7), and international cooperation in the life sciences. DG Research will also be represented in the accompanying exhibition.

FP7 Info Days at Universities in BiH
A series of information days on the Seventh Framework Program (FP7) took place at all Universities in Bosnia and Herzegovina in June 2007. The aim of the organised info-days was to spread the information on opportunities for participation in FP7 offered for BiH researchers and institutions.
Topics covered were general information on FP7, the Specific programme Cooperation, how to register and search for partners on CORDIS, financial rules in FP7, and how to prepare a successful project proposal in FP7. FP7 Health Partnering Day
The ERA WESTBALKAN+ initiative is organising three, so called, Get in Touch Meetings during its project lifetime till end of 2008. Researchers from West Balkan countries can meet researchers from the EU-member states to discuss potential cooperation possibilities and to find partners for research project proposal submission in FP7.
The first Get in Touch meeting took place in Vienna on the 20th of June 2007 at the premises of the Austrian Research Promotion Agency (FFG), at the House of research. The topic for this first partnering meeting was Theme 1 in FP7, i.e. Health.
Round 30 specialized medical researchers from the Western Balkan came to Vienna on the 20th of June 2007 to meet Austrian colleagues specialised in e.g. cancer, diabetes, rare diseases, neurology, genetics, cardiovascular diseases and health care/policy.
In more than 50 bilateral meetings researchers from the Western Balkan and Austria worked on common project ideas and networked for future research collaboration.

Researcher Visit at Institute of Cancer Research
Researcher visits will be organised by the ERA WESTBALKAN+ initiative to initiate contacts between leading research centres or universities in Austria, Slovenia and Greece with their counterparts in the Western Balkan. They will include laboratory site visits, mutual presentations, exchange of work expertise, discussion on common projects etc.
The first researcher visit took place in Vienna on the 19th of June 2007 at the Institute of Cancer Research.
The well known institute, functioning as a national and international competence and reference centre for experimental cancer research, provided the round 20 researchers from the Western Balkan (most specialised in cancer research) an insight in its research activities and expertise.

NCP Workshop in Belgrade
The ERA ESTBALKAN+ initiative organised its FP7 workshop for National Contact Points (NCPs) on 8-9 May 2007 in Belgrade, Serbia. About 40 NCPs from the Western Balkan (Albania, Bosnia-Herzegovina, Croatia, FYR Macedonia, Montenegro and Serbia) came to Belgrade to discuss about funding opportunities and participation in FP7 and to practise project proposal preparation.
On the first training day Ms Maria Samara from the National Documentation Centre in Athens, Greece, was invited to share her knowledge in the specific FP7 programmes Ideas and Capacities. Ms Radojka Vercko from the Ministry of Higher Education, Science and Technology from Ljubljana, Slovenia, impressed with her experience in the FP7 specific programme Mobility. On the second training day Ms Elli Tzatzanis-Stepanovic and Mr Martin Baumgartner from the Austrian Research Promotion Agency in Vienna, Austria, trained the participants in project proposal writing, as well as legal and financial issues in FP7. A highlight was a quiz on FP7 rules for participation and a calculation example by Mr Martin Baumgartner, where the participants were able to generate practical knowledge.
In local FP7 trainings the NCPs from the West Balkan will finally pass on their experience gained to their researchers and companies.

ERA WESTBALKAN+ FP7 Information Day in Podgorica
A national FP7 Information day took place at the University of Montenegro in Podgorica on the 12 April 2007. It was organized by the Ministry of Education and Science and the Agency for International Scientific, Education, Cultural and Technical Cooperation under the project ERA WESTBALKAN+.
The speakers on the Information day were Montenegrin FP7 National Contact Points (NCPs), domestic researchers involved in Framework Programmes (FPs) and Dr Jana Kolar - a guest speaker from Slovenia with significant experience in EU FPs.
Altogether, 66 participants from the University, research institutions, Small and Medium-sized Enterprises (SMEs), NVOs, and public administration took part at this event. The presentations brought up numerous questions from the participants who also used this opportunity to inform on the partnerships on the project proposals and ask for consultations and advice. The presentations were sent to them and to other interested clients who were not able to participate.

ERA WESTBALKAN+ Kick-Off Meeting in Vienna
On 17 January 2007 the project start of ERA WESTBALKAN+ was marked by its kick-off in Vienna at the premises of FFG, the Austrian Research Promotion Agency! Representatives of all 10 project partners took part at the meeting, the objective of which was to discuss the objectives and next project activities to come! Main topics of the kick-off meeting were the organisation of an NCP workshop in Belgrade, to take place in May 2007, and the first partnering event for researchers in the medical/health field from the Western Balkan, to take place in Vienna in June 2007!
